Imagine your film showcased on a 295-inch large-scale video display screen and digital signage in a bustling public space for up to a month at New Chitose Airport, which boasts approximately 25 million users yearly!
Furthermore in this category, through a collaboration with the Sapporo International Art Festival 2027, selected works will be presented as outdoor projections at the Shiryokan (Former Sapporo Court of Appeals).

Organizers and Purpose

 In addition to the official selection on theater, we are introducing a new category, “NEW CHITOSE Digital Signage ,” as part of this year’s festival.

This competition category will be broadcast throughout New Chitose Airport, inviting a broader audience to appreciate original expression that values experimental components. Selected films will be broadcast for a designated period on digital signage throughout the airport, including the 295-inch video display screen on the second floor of the domestic terminal—one of Japan’s busiest air hubs, serving approximately 25 million passengers annually. One work will receive an award during the festival.

Furthermore, through a collaboration with the Sapporo International Art Festival 2027 (SIAF2027), selected works will be presented as part of an outdoor projection program at the Shiryokan. Alongside moving image works created by the official artists of SIAF2027, these projections will illuminate the museum throughout the Sapporo Snow Festival.

What is SIAF?

The Sapporo International Art Festival (SIAF)–Usa Mosir un Askay utar Sapporo otta Uekarpa in Ainu–is an initiative that introduces opportunities for discovery, learning, and participation by exhibiting artworks and new forms of expression from around the world in Sapporo. Centered around the triennial art festival, SIAF also collaborates continuously with schools, local communities, and businesses to cultivate a creative environment within the city.

Locations, Screening Period, and Frequency

New Chitose Airport Digital Signage (Bibi, Chitose City, Hokkaido)

  • Duration: October 25 to November 24, 2026 (Scheduled)
  • Frequency: Approximately once per hour (varies depending on the display)

Shiryokan (Odori Nishi 13-chome, Sapporo City, Hokkaido)

  • Duration: January 16 to February 21, 2027
  • Frequency: Multiple loop screenings daily throughout the period

Submission period

April 20 to July 31, 2026

Submission requirements

  • Submissions must be animated works completed in or after 2024.
  • Each work must be either 15 or 30 seconds in length, including looped works.
  • The video must have a minimum resolution of 1080 pixels and a 16:9 aspect ratio.
  • Films that violate public order, morality, and other laws and regulations in Japan (e.g., the Act against Unjustifiable Premiums, the Pharmaceuticals and Medical Devices Act) will not be accepted.
  • The director, producer, or entrant must hold all necessary rights for screening the submitted work, and no issues must arise in relation to its screening at New Chitose Airport and the Shiryokan.
  • Entrants must obtain permission from rights holders for the music and all other elements used in their films before submission. The festival office assumes no responsibility for copyright violations, compensation for damage or other claims from third parties.
  • Films already available online may also be submitted.

Submission methods

  • There is no entry fee.
  • Applicants should complete the online application form on the official website or “Film Freeway” by entering information about the film and director.
  • Upload one still image (300 dpi, JPG or PNG) from the submitted work. The image will be used on the official websites of the festival and the art festival, as well as in flyers, and other promotional materials.
  • The film must be made available for Internet streaming. Films submitted as files, downloads, or dead links will be disqualified.

Selection and Notice

The selection committee of Short Films will decide the selection of this category. Please see the page of “Team NEW CHITOSE” for information on Selection Committee members.
The results of the selection will be notified directly to the applicants by e-mail and will also be announced on the official website.

Broadcasting of the selected films

  • Selected works will be presented at the locations and during the periods specified in “2. Locations, Screening Period, and Frequency,” together with information about the work (title, artist name, etc.) and festival information. Please note that some signage and time slots may not include audio.
  • Please note that no monetary compensation will be made to applicants whose films are broadcast.
  • Applicants of the selected work should use the storage service and send us the video material within one week of being notified. You will receive the detailed specifications of the video material with your notification.
  • Selected applicants in this category will receive a laurel and selection certificate. Please contact our office if you wish to stay at the Air Terminal Hotel in New Chitose Airport during the festival. Details will be given upon the notification of the film selection.

Award

The festival will elect Jury members. The Jury may present the following awards as a result of deliberation during the festival.

Other

  • Selected artists agree to grant the festival and the art festival the right to use, publish, reproduce, and make publicly available, free of charge, materials related to the selected work—including the film title, still images, and artist profile text—for promotional purposes.
  • No questions or objections to judgment results (such as requests for the disclosure of selection details or reasons for not being selected) will be accepted.
  • By submitting a film through FilmFreeway, the applicant agrees to these guidelines. Please read these guidelines carefully before submitting your application.
